Cartographic sources confirm that the mill was already standing in 1900. Stones from the banks of the Lėvuo River were used for the construction of the mill. Between 1915 and 1920, the mill was bought by Juozas Vanagas. Flour for making bread and for feeding livestock was produced in the mill. There were no rolls, so you had to go to Schmidt's mill to get your wheat rolled. The number of customers increased especially in autumn, after threshing. There were queues of people waiting at the mill (you had to wait for the right wind). During the Soviet Era, the mill belonged to Kupiškis district cooperative (distrcit union). A two-story pastry-cooking manufactory was built next to the mill in 1979. This extension is said to be "poor in architecture [...], completely incompatible with the mill and completely spoiling the view". The mill was returned to Vanagai in 1992. It is considered to be the longest running windmill in the history of Kupiškis town. The Windmill of Juozas Vanagas operated until the 6th decade of the 20th century. The mill was included in the List of Cultural Heritage Monuments of Lithuania in 1973. It was included in the Register of Cultural Property in 1992. And finally, it was recognized as protected by the state in 2005.
